Across the board

Dear Johnny,

In the example of "The board approved an across the board increase in salary" - "across the board" can be used before a noun?
To my knowledge, it should be used like" The board approved an increase in salary across the board". - to put the "across the board" in the last of the sentence.
Is it right?
Thanks!

Or use the new word,"You bet?"

Across the board can be used as adj. meaning "一致的;全面的。”

Thank you for your note!
